The 193,500t is the amount of Li2O contained in the ore, it is NOT the amount of spodumene concentrate with 6% Li2O content (SC6).
1.32% is a percentage, as is 6% for the SC6.
I will expand the calculation for you:
14.72Mt * ((1.32/100) / (6/100)) = 3.2Mt.
3.2Mt at US$1000 per t = US$3.2b.
