i believe they are anticipating a mass exodus in the low 40's cents. What if the shorters are wanting to buy back their shares cheap. They deal with the company and work another negative announcement by doing a CR. The Cr provides the company with $100 mill and also allows sellers to sell low in the 40,s. its a win win for both sides shorters and company. just not for retail investors. Unless their is actually a good announcement coming as well.
