Can't you read or don't you understand? Shareholders get the same offer, about a week after the institutional raise.
No point getting bent out of shape because of a pre-concieved idea (prejudice).
In fact, I wouldn't be surprised if someone party separately tries to engineer the price lower than 10c over the offer period by shorting to avoid retailer investors taking them up (and thus getting less total share son issue than potential). I've seen it happen with SYR, ARU and ASM & ATC so far this year and they are just ones I have an interest in.
