I mean, the prospectus doesn't specifically say if you sell your shares you'll get no allocation. Its basically a catch all rule clause thrown in there saying we can do whatever the hell we want at the end of the day. So, no, I wouldn't say it was really "explained".

But anyway, someone has to lose for others to win.

I don't think the share price will stay at 1.3 today, particularly with everyone receiving their new shares. But yes, once I get over my disappointment, I'll re-evaluate. I think it would have to drop to my sell price for me to really consider it.
