you keep swapping around your terms. capex and npv. right now capex is > NPV for dubbo which is one of the main reasons why it couldn't get off the ground. if the project's economics were actually good you would see commercial banks lining up to fund this thing, not relying on the financing arms of governments to push this across the line for geopolitical reasons, and in that case ASM would be able to better negotiate who and how much it sells project equity for.
