The SP started to declined and got to 20-21 only after some got wind of the CR otherwise. Prior to that it was heading north of 23.5 in anticipation of a couple of good announcements.
The CR could have waited, there was no urgency. We could have diluted less that's all most are complaining about. If it were only a CR one could argue that there was a level on poor advice maybe incompetence but the CR was specifically for instos which says certain people need to be looked after
