Unfortunately I think Philsy is right. Time and again, markets behave irrationally. In the meantime they will easily fill the placement because overall its a compelling story and an opportunity to acquire a lot of stock quickly. But it might drift below 9c for a while, especially if the wider market drops.
Look at OreCorp - got the licence, went up to +90c, raised $56M @ 80c without any difficulty - SP today (in a hot market): 73c.
I'm still a strong believer in PEK, but I'd say you'll be able to get small amounts of stock sub 9c without too much difficulty. Be patient (for several months, maybe longer) and it will come good
