I also think that those in power would have watched VERY closely as the USA got themselves into such a bloody mess. The IF shortages there due to the FDA's over protective stance in having overseas suppliers shut out. China's SAMR officials would not want the embarrassment of having a health scare with one of the big China labels. Especially it that means having to stop production for a while and then find that they have empty shelves. Imagine just when as you say they are trying to get people feeling safe about having babies again, the milk powder supply runs out! The government there don't treat people that stuff up with kid gloves like they do over here, they will want to give their people choice and security in infant food supply.
