I agree, sending out this news by Mark Thompson is an extremely bullish signal. It means (to me) that he has initial feedback on the status of the environmental permit, and is willing to stake his reputation on the high probability of permit approval. It is a MOU with a termination timed at the release of the environmental approval latest date. It could still fall apart yes, but MT really doesn't think it will.
MT is showing he knows who to talk to about the mine, and signals that within 6 months he expects he will have the cash in hand to buy in to ABB's electrification sales pitch.
