Just for balance, my understanding is California put restrictions on businesses, including Tesla, to try to slow the spread of Coronavirus. Elon had a hissy fit, personality type I reckon.
As others gave said, California has a huge economy, one of the richest states, far bigger and richer than Texas. So they must be doing something right.
In terms of environmental restrictions, I reckon you want to invest in a company that is very environmentally conscious in a environmentally conscious sovereign area. It's not too far away that consumers, investors and financiers will only deal with environmentally conscious projects and products.
