I have no particular expertise in ACCC investigations but I do not think that this is just a formality leading to an ACCC tick off. My guess is that the ACCC has real reservations whether the divestment undertaking is adequate. That does not mean it will necessarily get knocked back. The ACCC will have to give reasons for its decision either way and if it is a knock back there could well be an appeal.
Hard to know whether the public consultation will generate anything significant but it gives any opponent the chance to get something on the public record.
