I was being cheeky but that announcement says "This approval .... leaving the sign off of a small number of EMP's under the federal EPBC act and an NT water extraction license outstanding." Second Last paragraph.
I'm sure they'll get them but as my lecturer pointed out, getting the final Mining License which allows them to go to FID is a big achievement (that usually accompanies a SP increase).
All IMVHO.
