A lot can change in 10 days, although being agile is a strength when in negotiations.
Pure speculation but the early raise may be the first domino to fall that takes us to FID. The question is who has asked for the move? The French? The Japanese? The trusty South Koreans? Institutions are not behind this, nations are.
As we know with NAIF, governments like to tip in last so an early dilution may be a necessary evil. If retail are not involved in this one, then it’s safe to say a 3rd raise would be around the corner.
