i can understand the head of the ACCC to have consumer interests at heart -I do call him a socialist and rightly so! - The thing is the head of the ACCC should not be commercially naive -which he appears to be! He should also recognise the huge disruptive effect that the NBN has had on telco companies!!

the best way to get monopoly or oligopoly is to set an environment where companies dont get a decent return on capital!
