My reference to the Philippines was the situation where the government has closed down some mines due to environmental concerns.

Now these environmental concerns may well be justified as I haven't been following the situation too closely but it's an example that sovereign risk comes in many different forms in each county. ie from armed extremists in some African nation to changes in government regulations in another.
