I doubt the west did much better in the Industrial revolution. It's called the price of playing catch-up. What the west did for their own pollution in the past 30 years is called export. Export it to China. What I see of the Chinese in meetings is they have already become more diligent and the days of throwing newly printed RMB notes are already coming to an end.

That does not mean they will not be able to fast track resources because they absolutely will. That comes from having are dictatorship shared around a bunch of a few thousand wealthy decedents compared to the west where the only prerequisite to anything they do is getting votes at the next election.
