The $50m that they would be investing is basically the $25m purchase price, the $9m of rehabilitation liabilities they have inherited (the most is from Extension Hill which I think they have been saddled with by MGX no matter which way JW tries to spin it) and then circa $15m capex to bring Shine back into production. That figure is a bit of a guess, but JW was asked how much capex was needed and he said similar to Iron Rodge. That comes to $49m of investment which is what they require payback for.

Not a confused strategic approach if there's actually a puppet master doing all the string pulling to shift the company in that direction. Is there any significant player in the company involved in transport logistics that would far benefit from such a shift rather than simply seeing the company ship IO? Hmm...I wonder?
