Speaking on refineries in the UK and US.. IXR are currently building a refinery in Belfast and have publicly stated they are targeting the US as the prefered location for a second. Could it be a possibity MEI will send their resources to IXR for the separation and refining if IXR can get their facilities up and running before any body else does ?
