Your won't be able to apply for a source material Lic with Hansen at the end of 2014.
Even todays announcement calls it a "precursor to the submission of mine permitting applications..."
You may be able to apply for a mining permit. If you look at the attached chart it is at the top of the flowchart.
Your SML, Generic SEIS, EPA approval, petitioners contentions, water rights are to name but a few other hurdles you will face.
FWIW - PEN has done it in RECORD time at around 4 years.
Mining by 2016, I would like to see a planned out time line & how they will over come objections. That way you will know if they are on plan.
First you will need to know HOW you are going to extract.
Is it viable via hardrock extraction methods??I think not.
ISL ..maybe, is there a BFS in the public space?
Bore hole & Ablation. New tech still to be proven, will this cut the time to permit if approval for these new methods were approved even today?
Here's a PEN flow chart, is there something similar for BLR's path to permit. The GSEIS was an 800 + page document, they have been in negotiations with local tribes since 2011 & even BLR is using the same legal counsel as PEN (Pugsley) as being recognised as being exceptional in this field.
Do you expect no hurdles in permitting? Why?
