    Grant,

    Looking at the chart there aren't any boxes that you can put a line through & just ignore & say doesn't apply.

    The 3 parties directly under mine permitting will still be required (NRC should be replaced by Agreement state), but that is unknown until a ruling on ablation & bore hole use for U mining has been covered off.

    It's unlikely Colorado will make a ruling on this without deferring to the expertise & guidance of the NRC. (IMO)

    The third line of boxes are all matters that will need to be addresses eg water, aquifer exemptions (if non potable in the acquifer that you are working, now that would be a win for BLR).

    You will still need air quality. PEN did 12 to 18months of wind direction & strength just to produce a wind rose. You will still need a Environmental Impact statement (lets hops there are no endangered species like sage grouse or Indian medicinal plants).

    Interwoven into the SEIS is the PA & as earlier stated PEN have been in dialogue since 2011.

    How many tribes have a claim to that land for the equivalent of native title. No PA, no SEIS, no U production.

    This is one of many channels that the anti U will exploit to strangle a start up producer.

    The matters for the dry plant as you have put up are contained within the SEIS.

    So granted your SEIS may be reduced will at the least be as big as the Generic Environmental statement, still an imposing document, however will have other contentionsto address with the new mining method & storage of tailings, containment dams etc.

    Time lines can & will blow out for no fault of the company & this is what I was saying from very early on.

    Until you know how you are mining, permitting won't start.
    (is it ablation/UBHM or ISL, what will the time drag for approval for UBHM be & what will the regulatory hurdles be)

    Either way you will need the base line water level.

    With enough time & money the issues may be resolved.

    ALL ISL in Wyoming faced challenges(not just PEN)

    On a positive note none have been stopped due to legal process (delayed yes, but not stopped)
