I see how you have arrived at this but don't agree with your rationale. While BLR may needs this for A/T this doesn't mean that the SML can't be applied for before the end of the current round of water monitoring results which would be needed before the formal mine permit application can be made.

On a side note, not overly concerned by the mill acquisition falling through, I was concerned by the additional strain this may have placed on BLR in terms of financing for making the site operational but also the management time and focus.
