The index is constructed based on sector (tech), market cap ($120m+), free float (30%+) and volume (min $120k per day) - it has nothing to do with revenue. RZI is a fair way off from meeting the entry criterion based on its current market cap and likely daily volume as well. But from an investment perspective RZI may offer better value than some on the list which as you say have disproportionately large EVs relative to their revenue run rates.
