It could also be that people high up are getting benefits while this is all going on and it is quite common in chinese culture to offer other ways to make sure a deal goes through. It does seem the company is spending money on improving the facility but of course this does not change the amount that the Chinese company will pay for it. Hence they are throwing our money away. Everyone should vote this down now things are improving in the right direction.
