So the MDO folks may not want to invest at the project level, but rather offer debt funding and take AUQ shares (presumably at a discount to current price), and become? large shareholders in AUQ?

I think it goes to prove that operating in places such as Saudi and Oman require enormous patience, lots of luck, and partners that are trustworthy. In fairness, perhaps its big company stuff (BHP Rio) rather than small players.
