    I’ve been closely watching the progress of Toliara. The Madagascan government has dragged the negotiations for more than 5 years. Rio Tinto hasn’t began renegotiating with them to develop its mine. Also, Base needs to finance Toliara through capital raising and debt. It’s not doing good to shareholders.
