I'm not too sure what's happening here, but the "lack of availability" of a fresh Top 20 is a cloak over the holdings of larger and more important players.

Essentially, not providing a Top 20 (something which has been freely done in the past) is a cloak over whatever strategy is being played out now.

Is pushing the share price down (for whatever reason) part of this strategy?

I obviously have no proof, but imagine if smaller holders were shaken out for something like this.
