Must admit to not reading most releases closely, more one for jumping to the data. From what I've read Bastnasiteis a minor RE mineral, more associated with the oxide zone, one study below. Reality is monazite was the dominant RE mineral Kimberly RE recovered during their met work in 2012 and i expect that situation to continue. Regardless, you really don't want to have half monazite half Bastnasite in the product con... not fish nor foul.

Note: in geological papers as a rule, minerals are listed in order of abundance.

Hydrothermal REE mineralisation produced monazite-(Ce) rimming and replacing primary fluorapatite; parisite-(Ce)–synchysite-(Ce) in veins and lining cavities in carbonatite; as well as minor nioboaeschynite-(Ce), chevkinite-(Ce) and fergusonite-(Nd). Minor REE-bearing pyrochlore-group minerals are widespread in the various phases of the carbonatite. Pyrochlore varies in U, Ca and Ba content in the primary carbonatite and altered to Sr-rich pyrochlore in the oxidised zone. Zircon can be an important host for MREE–HREE and rare zircon megacrysts to ~1.5 cm wide have been recovered from the calcite carbonatite. Zircon also occurs as a porphyroblast in strongly foliated carbonatite and as a metasomatic phase with spectacular and complex growth textures. The main REE mineralisation event in the primary carbonatite probably was associated with the late magmatic–hydrothermal phase of carbonatite emplacement, where REEs were mobilised from primary carbonates (Sr-bearing calcite) and fluorapatite to produce monazite-(Ce) and REE-fluorocarbonates (parisite–synchysite).

In the oxidised zone REEs are hosted by fluorapatite, monazite-(Ce), bastnasite-(Ce), crandallite-group minerals, and churchite-(Y). Minor amounts of REEs are also present in iron oxides and pyrochlore-group minerals. Mechanical weathering and deflation of the primary carbonatite concentrated primary fluorapatite and monazite-(Ce) to produce the oxidised zone ore body. Processes of secondary mineralisation probably played a subordinate role in rare earth enrichment in the oxidised zone.
