The subsidies are a large incentive/initiative for the "build back better" but equally important for all EV companies is the critical importance of supply diversification - people tend to forget that very important part. Already we see China filthy on Musk sending satellites everywhere and are suggesting it dangerous - it is not difficult to fall out of favor with China regulators - sure we all agree on that. Tesla would be stopped in its tracks - let alone its mass investment in China factories and its markets there for which China govt would not care a dam about - in fact they would rather he not there in the future and Chinese EV buyers have to buy domestic made EV'S.
Diversification of supply chain is critical - it is clearly why Tesla were first movers with Syrah and are heavily connected to NVX and others.
