Was 23,059,401 the maximum number of options being issued?

Are the 11,312,209 options additional, or part of the 23,059,401 mentioned above?

Prospectus Part 1.2 talks about additional shares and options that would be issued to those who apply for additional amounts, in the case of not all of the Offer was taken up.

We know not all of the offer was taken up, there were 27,387,172 shortfall shares. The shortfall shares had 13,693,586 options attached to them, not 11,312,209.

Am I missing something here? Help me out.
