Acquiring tenements is the easy bit. All explorers buy as much as they can afford to run exploration on, to later announce large MREs. That is the standard approach to developing a mine project.
Yet, AGY is buying tenements now where they could have done that long ago. To me, this is simply the realization of the plan advised long ago.
