Its good not to assume, but I wouldn't mind a punt on it.
The compliance issue has existed since he stepped in. If he was intending to return to chairman there was no need to act.
If he does take up the CEO role, that would be an interesting development for someone who initially wasn't going to do it. You would think he is having fun and sees a future that would be beneficial to him staying in the role.
After all, he is in the best position to make a call on the future.
He may not be allowed to buy shares at the moment but he can certainly lock in some future gains by taking the CEO role.
