shaz231 understand your perspective, but subject to Cr's accepting the DOCA (which I would have thought is a formality) the options in the proposal are fully underwritten. Within Section 9 of the report you'll note that the offer documents (DOCA and Underwriting Agreement) from both Somers and Minjar have been negotiated with the Administrator to an acceptable level. This is a risk adverse process, and I think it's safe to assume that the Administrator would only have put in those words if the agreements are in a binding format. IMO
