IRD have effectively sold the project to AMP. total sale terms consist of
1. sale of land for 15mil
2. project milestone payment of 22mil
3. ongoing royalty stream if/when project comes to fruition
All of the above is subject to options, clauses and payments are staggered over years. If AMP pull out / decide the project isnt viable the IRD can buy back the land
Now its up to AMP to deliver the project. IRD are taking a back seat
