The corrupt thuggishly violent ZANU-PF regime in Zimbabwe can do anything in an instant when it suits them.
Stealing land and forcing out long-established foreign investors is done overnight - they even introduced a new national currency in a matter of weeks (even before the currency notes were printed).
This PPSA delay is suspicious.
It is likely some ghastly sweetheart partial takeover deal or direct corrupt pay-off.
