    My guess is, given that the sovereign wealth fund is now in charge of signing the PPSA, is that it will not be declared a mineral but will stay with in the purview of Mutapa.
    The Zim gov have rolled a heap of assets in to Mutapa trying to emulate the Norway Wealth fund.
