According to this document from ZELA (Zimbabwe Environmental Law Association) the right to mine oil and nat gas comes from the Mines and Minerals act. We have the granted tenements and a PEDPA which gives us the right to 25 years' of production.

I was under the impression that we were also awaiting an amendment to the Petroleum Act for the PPSA terms, but that seems to have been brought into the Mines and Minerals Act (guessing on my part).
Not an easy process to decipher, but if the gazettal of the Mines Act is what we are waiting on, it is almost there according to parliamentary records.
