Alex has always chosen his words carefully. before it was weeks, now it's shortly. i think the change in language can only be because they received recent feedback suggesting its in the absolute final approval stage, might even be shitting on the ministers desk waiting for the final tick. cannot see any other reason for alex to change the language used.
