It's basically being maintained as if it was about to be used. A cold stack would be a total shutdown with long term deterioration preventative measures in place. Just like I'm sure that we all drain all the petrol from our camping generator and put a tiny bit of oil in the tank to prevent rust, when you know you aren't going to use it for a year. We all do that right? RIGHT?
