It's not gamesmanship. They have to advance things regardless of whether a TO occurs or not, there is no guarantee a TO offer is even reveived let alone representative of fair value for shareholders. And progressing everything also continues to add value as the timeframe to potential revenue reduces. NEU organising or even starting a Ph3 does not mean they have to finish it, but they can't just sit on their hands hoping for a fair value TO.
