Why JP wants such a big CR before DFS?? I believe the general approach is to release DFS first to pull up share price then do a CR afterwards such as LTR FFX did. He can do a small CR in order to purchase long lead items which is fine.
The current GLN SOI is 300m. 150m is very big dilution. Is that really necessary???
