Mining lease takes 6-18 months to apply for and be granted, THEN you need to submit a Program for Environmental Protection and Rehabilitation which is 12-24 months from application (after the mining lease is granted) for approval so minimum of 18 months and possible max of 42 months from date of first application although some PEPRs have taken up to 5 years to be approved.
I wouldn't be holding your breath unless they are well down the preparation path and have not announced it. The work could be well underway, they just haven't said, but even then it may be years.
