Not sure why but maybe Carbon Investments beat them to it.
Similar example was Bogdan concession which is located right next door to KGHM yet KGHM did not get that concession. The same goes for PDZ's concession next to Bogdanka. After PDZ got their concession Bogdanka put up a big fight which they've lost.
No matter how you look at it, having a mine right next door to a power station must represent a substantial cost saving to the power station.
