Some of what they do is sensitive and they are carefully at seeing who attends the AGM. Its a small group.
Look at the ex senior Defence EOS Directors and you can see that what they have is taken seriously.
The Chairman often says that he does not have clearance for some of the stuff they do. He said it again at 2016 AGM.
