If Port Philip Publishing is promoting Brainchip it might explain the almost 2m shares bid at 14c. The recommendation might have been buy up to 14c or similar. Usually provides a bit of a distortion in the bidding depth when a newsletter recommends a stock. If they are promoting the stock at least they are getting the company's story out to new investors.
