IMHO there are very clear procedures & restrictions in place governing knowledge of privileged / sensitive information that has not been made available to the Market.
Major shareholders would be fully aware of these conditions.
‘Offloads’ under these circumstances carry known penalties & full compliance with these regulations should be demonstrable.
