I beg to differ on this being a red flag or a weak AR. IMHO Management are honest, intelligent and prudent, conserving cash until U contracts are signed in the $50's and the risk of supply concentration comes to the fore. If you don't buy the macro there's nothing to see here. Seems to me a very simple stock that should trade like a dirt cheap 3 year out of the money option on U with a $60 Strike. More options from its non aligned (read China, India,Russia friendly) jurisdiction
