Mainly because we share holders (me included) have not had the guts to demand 2 cent twice a year.
I wonder what would happen if we all turned up at the AGM and demanded a change in dividend policy - 50% of profits go back to shareholders - do you think the BOD would be intimidated enough to move on that?
After all, if they bring in negative interest rates then all that cash is a drain on profits.
