I would think that Denmark have many issues to face because of Ukraine and they would be very reluctant to be pumping more money into Greenland with no return even with theprospect of Htdro.
At present they have to deal with an Arbitration case that has the potential to produce significant revenue for Greenland.
that revenue could go towards Hydro if desired....and help Greenland stand on its own feet..
