IMVHO that's the case for most share all the time.
Eg. approx. 10% of IGO shares changed hands yesterday. Why I have absolutely no idea, because it's mostly held by insto's* and is reasonably fully priced.
Fits with your general comment's on M & A though.
* NWC is the opposite of that however the instos that do hold it ar eunlikley to let it go for a stupid price.
