You need to do some research. in the early 1990's I was CHPP manager for BHP Indonesia, working for Arutmin. Arch-Utah-Mining for those who know history. From our mines we had to reserve 13% of all coal for local use or pay the equivalent. I believe it was sold for cost of production. Has been similar ever since.
I also worked in Utah Blackwater 1971 with Jimmy the Coal Man.
